Keith Petti, MHA, MBA is the President and Chief Executive Officer and co-founder of GPS Healthcare Consultants. Mr. Petti has over 30 years of healthcare experience holding positions in planning, administration and business development. For the 17 years immediately preceding his role with GPS Healthcare Consultants, he was Senior Vice President of Business Development for a national healthcare corporation specializing in rehab contract management and staffing. Mr. Petti’s expertise includes strategic and tactical planning, the execution of due diligence activities necessary to identify and validate business opportunities, and the development of strategic relationships. Mr. Petti holds a Bachelor of Science in Biology and Chemistry and Masters Degrees in Healthcare Administration and Business Administration.

Bill Hawley

Bill Hawley, MBA, is the Chief Financial Officer of GPS Healthcare Consultants. Previously, Mr. Hawley held several finance and reimbursement positions with a national healthcare corporation specializing in rehab contract management and staffing. Mr. Hawley also worked in the finance area for Unity Health System and Broadlawns Medical Center. He began his career as a Medicare auditor for Blue Cross of Iowa.

Mr. Hawley has an MBA from Southern Illinois University. He served as an adjunct accounting and finance faculty member for the University of Phoenix and East Central College.

Kerri Dunning
Kerri DunningCOO

Kerry Dunning, MHA, MSH, CPAR, RAC-CT, is Chief Senior Services Officer of GPS Healthcare Consultants. Ms. Dunning has almost 20 years in health care consulting and nearly 30 years in the industry. She specializes in the post-acute market working with hospital based skilled nursing and swing bed programs, critical access hospitals, freestanding skilled facilities, inpatient/outpatient rehab programs, inner city teaching hospitals and rural health care systems. Ms. Dunning worked for Horizon Rehabilitation and ServiceMaster Rehabilitation in varied roles including Vice President of Development, Sr. Vice President and Chief Operating Officer. Prior to that, she was employed by HCA and HealthTrust hospitals as a marketing manager, business development manager and services development manager. In addition to serving as an Adjunct Instructor in the College of Health at the University of North Florida, Ms. Dunning regularly leads workshops and webinars regarding Medicare, skilled nursing (including MDS), swing bed programming, and reimbursement cycle improvement. She also works on international health care projects and research, and serves on the Editorial Board for Rehab Management Magazine.

Bob Bianchi

Bob Bianchi, MSW, is the Chief Operating Officer of GPS Healthcare Consultants. Mr Bianchi earned his Masters Degree in 1980 and has worked in hospital settings as a social worker and a field level manager in post acute care. For the 12 years prior to joining GPS, he led clinical services professionals to assure quality of care service delivery for over 100 acute rehab programs, 60 outpatient sites and 400 skilled nursing locations. For this network of programs, Mr. Bianchi had specific influence in the development of the outcome management systems so quality of care could be measured. He has served as a Corporate Compliance Officer during which time he developed and implemented a corporate compliance program. Mr. Bianchi has spoken nationally on a variety of issues pertaining to post acute care and has guided clients with the development of new products for the post acute arena so providers can continue to have programs that are robust and successful. Mr. Bianchi is a CARF surveyor.

Kerry Alan McLane, MBA, PT, is the Chief Strategy & Innovation Officer of GPS Healthcare Consultants. Mr. McLane has over 30 years of diverse healthcare experiences in both non-profit and for-profit environments including Short Term Acute Care Hospitals, Acute Medical Rehabilitation Long Term Acute Care Hospitals, Outpatient Ambulatory Settings and Skilled Nursing. Mr. McLane has held various executive positions including Regional President, Executive Vice President of Development & Integration, Executive Director of Operations, CEO positions in Rehabilitation Hospitals, Vice President/Associate Administrator, and management positions in Community Hospitals. His focus over recent years has included healthcare partnerships, acquisitions, strategic relationships and program development across the healthcare continuum.

Mr. McLane earned his Master’s Degree in Business Administration from Kent State University and his Bachelors of Science Degree in Physical Therapy from Ohio State University.

Brendan Rowe, MBA, is the Vice President of Strategy & Business Development of GPS Healthcare Consultants. Mr. Rowe has a diverse background of over 10 years in the healthcare industry and has served in a wide variety of positions during his tenure. Prior to joining GPS, Mr. Rowe was the Senior Market Research Analyst for a healthcare corporation specializing in rehab contract management and staffing. Additionally, Mr. Rowe’s healthcare experience includes financial analysis and consulting.

Mr. Rowe earned his Bachelor’s of Science degree in Business Administration from Missouri State University and his Masters in Business Administration from Washington University in St. Louis – a top 25 Business School.

Benjamin Rucks

Benjamin Rucks, MSM is a Consultant for GPS Healthcare Consultants. Mr. Rucks has over 20 years experience managing Long Term Care, Outpatient Therapy, Acute Care and Inpatient Rehabilitation Facilities. Prior to joining GPS, he was the Executive Director of a Post-Acute continuum of care including an Inpatient Rehab Unit, Swing Bed Unit, Outpatient Therapy services and Acute Care Therapy services. Mr. Rucks is also a Licensed Nursing Home Administrator. His areas of expertise include operations, referral development, regulatory compliance, and financial management in many areas of the Post-Acute Continuum. Mr. Rucks received his undergraduate degree in Health Care Administration from Eastern Kentucky University and his Masters of Science in Management from Bresica University. Prior to entering the healthcare industry, he served in the U.S. Army during Operation Desert Storm in Psychological Operations and was nominated for the Bronze Star.

Cindy Steffl

Jacqueline Butler, RN, NHA, is an LTC Consultant for GPS Healthcare Consultants. Ms. Butler has spent over 24 years working in Long Term Care and Assisted Living settings. Her primary expertise lies in two critical areas of risk management and performance enhancement. First as a clinical consultant working with facilities experiencing compliance and licensure issues, and secondly as a Nursing Home Administrator charged with reversing negative sanctions, reimbursement problems, and/or implementing processes to enhance Medicare reimbursement. Just prior to joining GPS, Ms. Butler was responsible for preparing a facility for start-up that included Licensure and Medicare certification, implementing policies and procedures, staff development, and coordinating IT documentation systems. She also has experience as an MDS Coordinator. Ms. Butler has developed training programs for MDS, RUGs-IV, Medicare audits, compliance audits and survey readiness.

Bekki Roe

Bekki Roe is a Senior Consultant for GPS Healthcare Consultants. Prior to joining GPS, Ms. Roe was employed by a healthcare corporation specializing in rehab contract management and staffing, where she fulfilled multiple clinical and leadership roles. During her tenure she worked with multiple inpatient and outpatient healthcare facilities on quality care delivery and regulatory compliance. Ms. Roe’s operational leadership roles included multi-site management and oversight of daily operations, coordination of referral development activities, clinical delivery and outcomes, and financial performance for both inpatient rehabilitation programs and outpatient therapy clinics. Ms. Roe has demonstrated the ability to direct management level staff in operational improvement. She is skilled in training personnel to creatively problem-solve situations so personnel can be accountable for making positive change.

Her experience includes both rural and urban markets. Ms. Roe holds a Bachelor’s Degree in Physical Therapy.

Leticia Rodriguez

Leticia Rodriguez, MBA, MEd, BS, SLP/CCC is a Senior Consultant for GPS Healthcare Consultants. Ms. Rodriguez has over 25 years experience in a variety of rehabilitation settings including outpatient, skilled nursing, acute care hospitals, and inpatient rehabilitation hospitals and units. She has worked in all aspects of clinical operations and provided administrative leadership to achieve marketing and operational outcomes.Prior to joining GPS, Ms. Rodriguez worked with a healthcare corporation specializing in rehab contract management and staffing. Serving as Regional Director of Operations and Program Director she gained extensive experience in multi-unit operations as well as new unit openings. Ms. Rodriguez has a strong history of successful unit performance, particularly in the areas of physician relations, setting and maintaining documentation standards and motivating staff to reach the desired clinical and budgetary goals. She has conducted numerous staff training and educational sessions, including working with external referral sources and insurance case managers. Ms. Rodriguez is fluent in Spanish.

Lisa Ann Pando
Lisa Ann PandoLTC Senior Consultant

Lisa Ann Pando, RN, CCRN, CLNC, CDONA, RAC-CT, is an LTC Senior Consultant for GPS Healthcare Consultants. Ms. Pando has over 20 years experience in hands on clinical and in nursing administration roles, the last 11 as a Director Nursing for a 167-bed nursing facility. She has also served as a manager of a 60-bed sub-acute unit. In addition to DON responsibilities, Ms. Pando has specialized in development of policies and procedures, medical necessity documentation, and developed an understanding of federal rules and Joint Commission standards. For the last four years, Ms. Pando has served as a Certified Legal Nurse Consultant to attorneys on in-depth medical record reviews, including understanding legal aspects for developing and monitoring medical records for case review. Ms. Pando was among the 250 individuals invited to participate in the first INTERACT Institute in January 2013 and is now a certified INTERACT Instructor.

Susan Keeker
Susan Keeker Consultant

Susan Keeker, TRS, is a Consultant for GPS Healthcare Consultants. Ms. Keeker has more than 30 years experience in inpatient acute rehabilitation. After earning a Bachelor’s Degree in Therapeutic Recreation from Indiana University, she began her career in the area of pediatric rehabilitation and worked at Children’s Hospital of New Orleans for two years. Adult rehabilitation has been her focus area ever since.

Ms. Keeker held positions of Director of Therapeutic Recreation, Assistant Clinical Director and Clinical Director for 12 years before joining a national management company as a Program Director. She managed a 24-bed acute rehabilitation unit before advancing to a clinical consultant role that took her around the country working with a large number of rehabilitation units. She continues that role with GPS.

Ms. Keeker has a strong history of experience and success in operations management, marketing and volume development, quality improvement, FIM education, CARF preparation, physician education and team building. She is skilled in staff training and education and has provided over 300 FIM training classes; participated in 8 successful CARF surveys and prepared 30 units for their own surveys; and developed a New Program Director training session that has been provided to over 100 Program Directors.

Theresa O’Toole

Theresa O’Toole is a Consultant for GPS Healthcare Consultants. Ms. O’Toole brings over 30 years of operations, performance improvement, compliance, risk management and revenue enhancement experience with free-standing and hospital-based inpatient rehabilitation and skilled nursing programs. She most recently held the position of Senior Administrative Director of all inpatient/outpatient adult and pediatric rehabilitation services in a 700 bed trauma facility in southern Colorado. She demonstrates a practical understanding of the post-acute care continuum. Ms. O’Toole’s expertise includes start-up operations, numerous successful CARF and regulatory accreditation surveys, denial management and leadership training. She received a BS in Management with a Health Care Administration focus from Regis University in Denver, Colorado and secondary studies in Professional Writing/Communication at the University of Colorado. Ms. O’Toole resides in Colorado Springs, Colorado.

Laurie King
